VILLAGE OF SIDNEY BOARD OF TRUSTEES SPECIAL MEETING December 4, 2018

            The Sidney Village Board met on the above date for a special  meeting.  President White called the meeting to order at 7:00 p.m.   The following trustees were present:  Arrasmith, Bickers, McCloud, Finn, and Schluter.  Clerk Moore and Attorney David Krchak were also present.  Trustee Roberts was absent.
 
            Public Comments:  Reporter Ann Rhoton asked what was going on with the special meeting.  President White said that he could not answer her question at the moment.
 
            Trustee McCloud moved that the Board go into closed session to discuss Village employees as to employment, performance, discipline, and/or compensation.  Trustee Finn seconded the motion; motion carried with all ayes on a roll call vote.
 
            The Board of Trustees came out of closed session at 7:40 p.m.
 
            Trustee Bickers moved that the meeting be adjourned.  Trustee McCloud  seconded the motion; the motion carried with all ayes on a roll call vote.  The meeting was adjourned at 7:45 p.m.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING November 5, 2018

            The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened  at 7:00 p.m. with the Pledge of Allegiance. President White called the meeting to order.   The following trustees were present:  Arrasmith, Roberts,  McCloud, Bickers, Schluter, and Finn.  Supervisor of Operations Bennett,  Treasurer Reinhart, and Clerk Moore were also present.  Attorney Miller was absent.
            Trustee Arrasmith moved that the minutes of the October 1, 2018, regular   meeting of the Board of Trustees be approved.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote. 
           
            PUBLIC COMMENTS:
 
            Sidney Improvement Group Chairperson Mike Roy planned to be at the meeting but was setting up for the election.  SIG wanted to know if they could put up a community Christmas tree in front of the Community Building.  It was okayed, and they will work with Supervisor Bennett on the proper spot.
 
            PRESIDENT WHITE'S COMMENTS
 
            President White reported that the date of July 19, 2019, was set for WCIA to visit Sidney.  There was some discussion if Fun Daze could be moved to that weekend.  Trustee Arrasmith will talk to Mike Roy to see if that is feasible.
            The midterm election is tomorrow, and President White urged everyone to go vote.  Also, he reported that the municipal elections will be April 2, 2019, and that Clerk Moore had packets for anyone interested in running.  The petitions need to be turned in to Clerk Moore between December 10-17, 2018.
            The Village could not make the deadline for the truck route match program but will try for next year.
            President White updated the Board on the abandoned property at 301 Water Tower Place.  Another letter has been sent to the owners at another address.  So far, it has not been returned.  President White will talk to Attorney Miller about the next step.
            Two thank yous were read, one from Troy Roberts thanking the Board for its expression of sympathy on his father's death and another from the Village of Homer thanking Sidney for the loan  of barricades.
            President White reported on the electronic signs that tell a driver how fast he/she is going.  The cost is $5,500 for two signs.
            President White has been attending the Champaign County Zoning Board of Appeals.  At the last one, the two solar farms near St. Joe and the smaller one east of Sidney were approved.  At the next meeting, November 15, the Board will be voting on the bigger one southeast of Sidney.  There was discussion of why changes were being allowed after all the discussion and hashing out of the requirements. 
            A letter had been sent to a resident who is letting garbage accumulate on her property.  The next step is a letter from Attorney Miller. 
            President White was in one of the pictures of the IML conference in the latest issue of the IML magazine.
            President White will be gone for a week.
           
             ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller was absent because he had to attend a meeting of another village he represents that has a solar farm proposed near it.
            The possible sale of the water system will be discussed at the regular December meeting or before.
           
             EARL BENNETT'S REPORT
 
            Supervisor Bennett reported that the sidewalk railing by the beauty shop is installed
            Supervisor Bennett had received three bids for replacing the furnace in the maintenance building and presented the two lowest:   Kelso Heating & Cooling bid $2,150 for an 80% efficient 100,000 BTU furnace with warranties of 2 years for labor, 5 years for commercial parts, and 10 years for the commercial heat exchanger and All Pro Heating, AC, & Plumbing a bid of $2,150 for an 80% efficient 80,000 BTU furnace with a one-year service agreement.  Trustee Finn moved that the Board accept the Kelso Heating and Cooling bid of $2,150.  Trustee Schluter seconded the motion; the motion carried with all ayes on a roll call vote.
            Supervisor Bennett had received a phone call about a possible truck for the Village, but it was more than the Village needed.  Bids will be solicited in January for a new truck to replace the old one.
           
            FINANCE REPORT
 
            The codification is complete and the three books compiled.  Trustee Schluter reported that the link to the code is on the village website.  It is listed as Village Code.  Trustee McCloud moved that Ordinance 2018-07, An Ordinance Providing for the Codification of the Ordinances of the Village of Sidney into a Municipal Code to Be Designated the “Code of the Village of Sidney” be adopted.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
            Trustee McCloud brought up the subject of golf carts as it was a major topic of discussion on the Sidney Scoop.  She asked if the Village of Sidney needed to adopt an ordinance to be added to the Code.  Discussion was held, and it will be on next month's agenda.
            The financial reports were read by Trustee McCloud.  Trustee McCloud moved that the bills be paid with the addition of $19,134.25 to the Risk Management Association for insurance and dues to the Illinois Municipal League and $790 to Stewart and Stewart.  Trustee Arrasmith seconded the motion.  The motion carried with all ayes on a roll call vote.
            Trustee McCloud had talked to Royal Bookkeeping about adding the Sidney Community Library to the Village accounting.  The cost would be low so it will be added in January 2019.
           
            STREETS AND ALLEY
 
            Engineer Mike Friend had visited the two sites for a possible Community Building and went over his proposal to evaluate the sites.  After discussion Trustee Finn expressed his opinion that the old school site would be best because the Village already owns it and there is more room for parking and the sewage system.  He did not think the Village should spend more money if the Trustees already thought that the school site was best.  All members agreed.  Engineer Friend said that the study for Option 2, a new building on the school site, would be much less expensive.  President White asked if the Board could approve the study now instead of waiting until December so that the project could keep moving.  Trustee Finn moved the Farnsworth Group proceed with the study of Option 2, the old school site, for a cost not to exceed $5,000 for professional services.  Trustee Roberts seconded the motion; the motion carried with all ayes on a roll call vote.
           
            WATER/SEWER/UTILITY
 
            2,419,450 gallons of water were pumped in October with a daily average of 78,046 gallons.
            $30,280.01 was received in October.  $29,989.78 had been billed.  90 penalty bills were sent.
            The water tower was on the agenda because some problems are emerging.  Trustee Roberts questioned whether the problems were severe enough that the Board should proceed with work on the tower.  Supervisor Bennett said, in his opinion, that the Board should wait until we see what happens with the sale of the water system.  Engineer Friend questioned what were the problems, and the only one, but a major one, is the riser pipe.  That needs to be fixed with new insulation, which can probably be done.
           
            PUBLIC PROPERTY
 
            No building permits were issued in October
            Nothing on ESDA
            No letters had gone out on the abandoned cars.
            Sidewalks will be left until the spring.  There was some discussion about cutting down trees that were affecting sidewalks.
            A tractor had torn down the Christmas lights hanging over South David Street (also a telephone line).  There was a bid to replace all Christmas lights with LEDs for $375.  Trustee Arrasmith moved that the Village spend $375 to replace the Christmas lights.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote.
           
            PARKS AND RECREATION
 
            There is a desperate need for a ball commissioner because meetings start in January. 
            Parks have been winterized; all water has been shut off.
 
            COMMUNITY DEVELOPMENT
 
            Trustee Schluter reported that the Village Code link is on the website.  He had been on the link and it is working fine.  He also asked if the audit and the water survey could be taken off.  It was decided that the survey can be taken off and the audit replaced with the newest one.
 
            NEW BUSINESS
 
            President White would like to have the Village mail out a flyer once or twice a year with information about some policies in it, such as illegal burning and building without a permit.  There was some discussion whether it was needed because we now have the codes online and in the library for the public to see.  The flyer could also be handed out to new residents.  Trustee Schluter will check on the cost of printing a flyer and Clerk Moore will talk to the post office about the cost of mailing.
 
            President White said that there will be a closed session of Board of Trustees at 6:30 p.m., December 3, 2018, with the regular meeting of the Board following at 7:00 p.m.
 
            Trustee McCloud moved that the meeting be adjourned.  Trustee Bickers seconded the motion; motion carried with all ayes on a roll call vote. Meeting was adjourned at 8:30 p.m.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING October 1, 2018

            The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened  at 7:00 p.m. with the Pledge of Allegiance. President White called the meeting to order.   The following trustees were present:  Arrasmith, Roberts,  McCloud, Bickers, and Finn.  Supervisor of Operations Bennett,  Treasurer Reinhart, Attorney Miller, and Clerk Moore were also present.  Trustees Schluter was absent.
            Trustee McCloud moved that the minutes of the September 4, 2018, regular   meeting of the Board of Trustees be approved with one correction: On page 2 Shapland is the correct spelling, not Shaplan.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote. 
           
            PUBLIC COMMENTS:
 
            Rosemary McCarrey of the Sidney Community Library said that she had talked to Royal Bookkeeping and they can do the Library's payroll and all related tax forms and payments for $30 a month.  This was tabled until next month.  The Library is having a fund raiser October 20, a wine-beer craft tasting event.
 
            PRESIDENT WHITE'S COMMENTS
 
            President White asked that trick or treat hours be set.  Trustee McCloud moved that the hours for trick or treating be 5-8 p.m., October 31.  Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.
            A letter from the Village was sent to the owner of an abandoned property next to the railroad tracks at 301 Water Tower Place. There has been no response so  President White will have the attorney send the next letter.
            The County electronics collection will be October 10.  Sign-ups are going on now.
            President White updated the Board on the abandoned property at 301 Water Tower Place.  The letter sent by the Village was returned with and incorrect address even though it was the one on the tax list.  President White will try to get a good address
            Nothing more on the truck route
            WCIA would like to feature Sidney next summer on one of its broadcasts and had given some dates to choose.  President White suggested July 19 as the first choice and July 5 as the second, allowing the Village to promote its Fun Daze July 26-27.  The Board agreed and President White will contact WCIA.
            The CIMOA meeting will be at Ogden October 18 at the Pink Pig at 6:00 p.m.  President White will try to go and any other trustees are welcome.  The cost is $19.00.
            President White had been contacted by several people about replacing the sidewalk railing at 207 S. David that was taken out due to a  water leak and poor condition.  Trustee Finn moved the Board approve up to $300.00 for a new railing.  Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.
            President White has been attending the Champaign County Zoning Board of Appeals.  At one, he was given a proposal for the proposed solar farm northeast of Sidney.  One part of the proposal had the Village monitoring the installation and running of it and also being in charge of the decommissioning money that would be required.  President White met with Attorney Miller and they drafted a letter that President White presented to the Zoning Board explaining that the Village did not have the staff, knowledge, or money to do all that.  He was told that the language was not final and could be changed.  He will keep going to the meetings to monitor this.
            President White gave a report on the Illinois Municipal League conference that he attended in Chicago.  He attended sessions on solar farms, financing options for rural entities, social media/privacy/First amendment issues, media 2.0, and water and sewer utility.  He also attended the general session and a candidate forum.  The cost for President White to attend was $511.75.
           
             ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller presented the ordinance revising and consolidating the rules and regulations of the water department.  With the addition of a reconnection fee of $25, deletion of a clause, and the addition of !5 calendar days' limit past the due date for payment of the bill, all on page 11, the bill was approved.  Trustee Roberts moved that Ordinance No. 2018-06, An Ordinance Revising the Rules and Regulations of the Municipal Waterworks System of the Village of Sidney, Champaign County, Illinois, and Clarifying the Termination of Service, be approved with the changes as discussed.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
            Trustee Roberts moved the the Board hire Hartman Consultants to assist in the Water Utility RFP process, to evaluate any proposals, and to provide Asset Purchase Agreement consultation and assistance pursuant to his letter/proposal dated September 13, 2018, as presented and to authorize the Village Board of Trustees President to execute it.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote.
            Attorney Miller presented items for discussion as related to the proposal to sell the water system.  His first recommendation was to hire Engineer Mike Friend to describe all our property so that it is clear what the Village is selling.  Also, he would make a title search for the property.  Supervisor Bennett is asked to make an inventory of everything the Village will sell.  A decision needs to be made about the real estate that would be sold.  The consensus among the Trustees is to sell the water tower, the land it is on, and the building beside it with an easement for the siren.  The Village can ask the buyer to employ a present Village employee, but that might affect the price offered.  The Trustees expressed concern over the time it would take to respond to emergencies if an employee did not live in the village.  It was agreed to go forward with the proposal for the sale and with the recommendation of having Engineer Friend provide us with information requested.
           
             EARL BENNETT'S REPORT
 
            Supervisor Bennett presented two bids for a new furnace for the maintenance building/his office.  Trustee McCloud suggested he get a third bid from John Mannen, All Pro Heating and Air Conditioning.
 
            FINANCE REPORT
 
            The financial reports were read by Trustee McCloud.  Trustee McCloud moved that the bills be paid with the addition of $30.75 to President White and $13.61 to Premier Cooperative. Trustee Bickers seconded the motion.  The motion carried with all ayes on a roll call vote.
            The audit is done and everything was good.  All Trustees have a copy.
            The codification books are in.  One will be in the library, one in the Clerk's office, and one in the maintenance office.  It will also be put on line.
           
            STREETS AND ALLEY
 
            Engineer Mike Friend had been asked to do a cost study for the four options for a new building.  The Board ruled out by consensus the present site and the Bues building because of the sewage disposal system requirements, not being enough room at either place.  He said he would do a study of the one structure, the former hardware store,  and its remodeling as compared to a new building on the old school site.  The building would have to be ADA compliant.  He asked for some idea of the scope of the work:  to have a meeting place for 100 people, 3-4 offices, at least two bathrooms, a full kitchen, and storage.  He will proceed with this information.
           
            WATER/SEWER/UTILITY
 
            2,337,982 gallons of water were pumped in September with a daily average of 77,932 gallons.
            $31,911.75 was received in September. 103 penalty bills were sent.
           
            PUBLIC PROPERTY
 
            No building permits were issued in September.
            Nothing on ESDA
            The abandoned cars that are left are on private property.  One has to have a court order to go on private property to remove a vehicle.  The next step will be a letter from the attorney, to be followed with the court action.
           
            PARKS AND RECREATION
 
            A ball commissioner is still needed.  Trustee Bickers stated that the fund raiser money was for the ball leagues and the diamonds and that is the way it was advertised.
            The handicapped swing needs to be replaced at Victory Park.
 
            COMMUNITY DEVELOPMENT
 
            Trustee Schluter was absent.
 
            NEW BUSINESS

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING September 4, 2018

            The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened  at 7:00 p.m. with the Pledge of Allegiance. President White called the meeting to order.   The following trustees were present:  Arrasmith, Roberts,  Schluter, and Finn.  Supervisor of Operations Bennett,  Treasurer Reinhart, and Clerk Moore were also present.  Trustees McCloud and Bickers and Attorney Miller were absent. 
            Trustee Schluter moved that the minutes of the August 6, 2018, regular and closed meetings of the Board of Trustees be approved.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote. 
           
            PUBLIC COMMENTS:
 
            Kris Bolt of the Sidney Fire Department wanted to let the Board know that the Fire Protection District was planning to have a tax increase referendum for a $35,000 increase in its budget, which is now $97,000.  1992 was the last tax increase for the District. 
 
            PRESIDENT WHITE'S COMMENTS
 
            President White has been attending the County Board and Zoning meetings, the last one being August 9.  He also went to the St. Joseph Village Board meeting because plans for a solar farm near there were being presented. 
            A letter from the Village was sent to the owner of an abandoned property next to the railroad tracks at 301 Water Tower Place. There has been no response so  President White will have the attorney send the next letter.
            The County electronics collection sign up will begin September 10 with the collection itself October 10.
            Trustee Roberts moved that the Board pay mileage for Clerk Moore to attend the LOCIS workshop at Forsyth on September 13.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
            President White brought up that the amount alloted for the IML conference might not be enough because the costs have increased.  Trustee Arrasmith moved that the Board approve $250 additional for each attendee for expenses.  Trustee Finn seconded the motion; motion carried with all ayes on a roll call vote.
            President White and Supervisor Bennett had met with Engineer Dennis Cummins about the truck route match program.  This is a 50-50 up to $900,000 program with the state.  Engineer Cummins explained the project.  The streets this grant would cover are South David, Maple, and Sunset, the streets the trucks travel on to go to the elevator.  The first phase is preliminary engineering work with pavement assessment and design parameters with a rough cost estimate.  The second phase is filling out the TARP application with the engineering design and issues and the Village financials.  There was some discussion about the roads and their use.  There is a September application deadline  with notice of approval in December.  Trustee Arrasmith moved that the Board approve the agreement with Farnsworth Group to do preliminary work for the TARP Project for David Street, Maple Street, and Sunset Road for $11,200 with the money taken out of the general fund.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
           
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller was absent.
           
             EARL BENNETT'S REPORT
 
            Supervisor Bennett reported that the maintenance building needed a new furnace and that he would bring estimates to the October meeting.
            There had been a leak in the 200 block of South Scarborough that had been fixed.
            Supervisor Bennett had talked to Charles Shaplan, owner of several car dealerships, because the old fire truck was stored at his property.  Supervisor told Mr. Shaplan that the Village would be replacing the village truck.  Mr. Shaplan said he might have one that he would be willing to make a deal on.  Supervisor will follow up on this.
           
            FINANCE REPORT
 
            The financial reports were read by Trustee Finn.  Trustee Arrasmith moved that the bills be paid with the addition of $133.30 to Water Products. Trustee Roberts seconded the motion.  The motion carried with all ayes on a roll call vote.
            The audit is done.
           
            STREETS AND ALLEY
 
            Trustee Finn reported that the architect said that costs for a new building would be $150-200 a square foot plus a septic system at the old school property.  There are other options available besides the old school property to include the hardware store or the Bues and Legion buildings.  The trustees talked about having a comparison/cost study done.  They will decide this at the October meeting.
           
            WATER/SEWER/UTILITY
 
            2,443,860 gallons of water were pumped in August with a daily average of 78,834 gallons.
            $32,860.20 was received in August. 102 penalty bills were sent.
            Trustee Roberts will talk to Attorney Miller about the next step in a water sale, now that the governor has signed the incentive program bill.
           
            PUBLIC PROPERTY
 
            No building permits were issued in August.
            Nothing on ESDA
            Tree removal and stump grinding is done.  J.T.'s Tree Service did both the tree and stump removal as Leaf It to Us declined to do only the stump grinding.  Some extra work was done as requested by the Village:  some trimming and one small tree removed.  The total bill was $17,874.93.
            The owners who had asked for more time to move their cars have not done so.  Supervisor Bennett will now tag their cars and if they are not moved in 15 days, they will be towed by a towing company engaged by the Village. 
            It was decide to get a list together over the winter for the sidewalks that needed to be replaced and to solicit bids in the spring.
           
            PARKS AND RECREATION
 
            Fall leagues have been held at Witt Park and will finish in mid-October.     President White said that he is planning on looking at playground equipment at the convention because there are always many vendors there.  Victory Park needs a swing for handicapped people because the one there has been broken.  President White also stated that the Parks and Recreation fund is for all the parks, not just Witt Park.
 
            COMMUNITY DEVELOPMENT
 
            Trustee Schluter has added all minutes to the web site so it is up-to-date.
            Trustee Schluter is planning to go to the Illinois Municipal League conference in Chicago September 20-22, and he passed out a brochure with some sessions that he is planning on attending.  He was open to attending any one for which a trustee wanted information.

            The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened  at 7:00 p.m. with the Pledge of Allegiance. President White called the meeting to order.   The following trustees were present:  Arrasmith,  Schluter, and Finn.  Supervisor of Operations Bennett,  Treasurer Reinhart, Clerk Moore, and Attorney Marc Miller, were also present.  Trustees McCloud, Bickers, and Roberts were absent. 
 
            Trustee Arrasmith moved that the minutes of the June 4, 2018, regular meeting of the Board of Trustees be approved.  Trustee Schluter seconded the motion; the motion carried with all ayes including President White on a roll call vote. 
           
            PUBLIC COMMENTS:
 
            Bill Hensch and Dan Cline were present from the Sidney American Legion and presented a lease for consideration.  They reported that they thought their building had been sold, but that has changed.  They had looked at the old  library space at the Community Building and would like to lease the two rooms for their post meetings.  They are not able to sustain their own building as their numbers are going down and the ages of their members up.  They suggested that the township could move their equipment that is stored in the old library space to their building at 212 S. David if need be.  The Board decided to have Attorney Miller look at the lease before proceeding further.  Legion Member Hensch thanked the Board and Supervisor Bennett for barricading the block of  South David so that they could have their flag retirement ceremony.  Over 100 flags were burned.
 
            Mike Roy, Sidney Improvement Group president, discussed Sidney Fun Daze.  He said that they were adding more activities all the time.  They made $3,790 off the gun raffle, which would go toward the entertainment costs.  Trustee Finn moved that the Village donate $1,000 to SIG to go toward costs for the festival.  Trustee Arrasmith seconded the motion; the motion carried with all ayes including President White on a roll call vote.
           
            PRESIDENT WHITE'S COMMENTS
 
            President White presented the pay schedule for Village employees that had been agreed upon at the May 16, 2018.

            Trustee Finn moved that the pay schedule be adopted as presented.  Trustee Schluter seconded the motion; the motion carried with all ayes including President White on a roll call vote.
            Some discussion was held on the pay for meetings for the Trustees, President, Treasurer, and Clerk.  The Board would like to go to monthly paychecks instead of bi-annually. Treasurer Reinhart and Clerk Moore will work this out with Royal Bookkeeping.
            President White asked Clerk Moore to send a note of appreciation to Aaron Fenters for the help he always gives on Dumpster Day.
            The Illinois Municipal League Conference will be September 20-22 in Chicago.  Registration fee is $310 and room charge is $254, usually two nights.  President White would like to go and Trustees Schluter and Arrasmith also expressed interest.  Trustee Arrasmith moved the the Board approve up to two people to attend at a cost not to exceed $1,000 each.  Trustee Finn seconded the motion; the motion carried with all ayes including President White on a roll call vote.
            President White asked for approval to pay for the Library Treasurer's bond, which would be through the Village's insurance, for $14.  Trustee Schluter moved that the Village pay the bill for $14 to the IML Risk Management Association.  Trustee Arrasmith seconded the motion; the motion carried with all ayes including President White on a roll call vote.
            The Village had received notice that a vacant lot in the flood plain on the north side of the Village would be auctioned off for non-payment of taxes.  The Village has been mowing this lot for many years.  President White contacted the County about this matter and was told that the County can cede the lot to the Village if the Village would pay the $51 recording fee.  Trustee Finn moved that the Village pay the $51 for deed work.  Trustee Schluter seconded the motion; the motion carried with all ayes icluding President White on a roll call vote.
            President White reported that he would be out of town from July 8-19.
           
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller read over the proposed lease with Sidney American Legion and had some revisions.  Trustee Arrasmith moved that the Village approve a lease with the Sidney American Legion for two rooms at 221 South David Street, Sidney, Illinois, as presented and authorize the President of the Board of Trustees and the Village Clerk to execute it on behalf of the Village.  Trustee Finn seconded the motion; the motion carried with all ayes including President White on a roll call vote.
            An ordinance revising Billing and Disconnection of water service in the Village was presented.  Attorney Miller suggested that the Board look it over before adopting it.  This will possibly be voted on at the August Board meeting.  He said it was taking all the water ordinances and putting them into one ordinance.  There are major changes in the proposed ordinance in dealing with shutoff notices and shutoffs.
           
             EARL BENNETT'S REPORT
 
            Supervisor Bennett reported that the roads have been oiled and chipped.
            The fire hydrant at the corner of Main and David streets was hit on Saturday, June 23.  The water was off while emergency repairs were made and a boil order was in effect until Wednesday, June 27.  The insurance of the company whose vehicle hit it is paying for the repairs, which will be in the vicinity of $70,000.  One bill is yet to come in.
            The windshield of the Village truck was broken by some kids throwing rocks.  The cost to repair that  is $350.
            The Consumer Confidence report was completed and printed.
 
            FINANCE REPORT
 
            The financial reports were read by President White.  Trustee Arrasmith moved that the bills be paid with the addition of  $540 to Water Products, $2,100 to Water Products for the water hydrant, and $384.44 to the Utility Supply Company. Trustee Finn seconded the motion.  The motion carried with all ayes including President White on a roll call vote.
            The audit is almost complete
 
             STREETS AND ALLEY
 
            The roads have been  oiled and chipped and the project is complete.
            Trustee Finn expressed concern that the sanitary system would be a problem in having a new community building in the same space as now.  It was the consensus that Trustee Finn go forward with plans for a new building at the old school site with a building of a 35,000-40,000 square feet with four offices and a meeting room to hold 100 people.
           
            WATER/SEWER/UTILITY
 
            2,579,128 gallons of water were pumped in June with a daily average of 85,970 gallons.
            $32,118.79 was received in June. 94 penalty bills were sent.
            The bill to give water companies incentives for buying small water companies is on the governor's desk.
            Clerk Moore said that there were going to be changes to e-pay.  She had filled out paperwork for the state.  She now has to fill out one more sheet and then take training.  More information will be reported next month.
           
            PUBLIC PROPERTY
 
            One building permit was issued in June:  Philip Brown, 411 Tempa, Garage, #709, $150.
            There are 24 trees that need to come down.  This is going to out for bid.

            Clerk Moore has a list and pictures of inoperable cars in the village and is in the process of sending letters to the owners. 
            There are two especially bad spots on sidewalks.  It was decided to temporarily fix them using cold mix.
           
            PARKS AND RECREATION
 
            Two games at the ball park are left.  There are no tournaments scheduled as of now.
 
            COMMUNITY DEVELOPMENT
 
            The Village web site had been hacked and the host had to fix it before any other information could be posted.  When it was fixed, the boil order was posted.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING June 4,  2018

            The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened  at 7:00 p.m. with the Pledge of Allegiance. President White called the meeting to order.   The following trustees were present:  Arrasmith, McCloud,  and Schluter.  Supervisor of Operations Bennett,  Treasurer Reinhart, and Attorney Marc Miller were also present.  Trustees Finn and Roberts and Clerk Moore were absent. Trustee Bickers came in at 7:05 p.m.
            Trustee Schluter moved that the minutes of the May 7, 2018, regular meeting of the Board of Trustees and of the May 16 special meeting and of the May 16 closed meeting be approved.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote. 
           
            PUBLIC COMMENTS:
 
            Mike Roy, Sidney Improvement Group president, discussed Sidney Fun Daze.  There will be a petting zoo this year, Saturday only, from 1-4 p.m.  Car show will be put on by the Fire Department on Saturday.  Mr. Roy said any donation from the Board would be appreciated.  Last year the Village donated $1,000.  In 2016 Trustee McCloud noted that the Board would like to see how Fun Daze goes before donating because of the potential expenses the Village faces, for example, a new community building.  A possible donation will be on next month's agenda.
           
            PRESIDENT WHITE'S COMMENTS
 
            The Sidney American Legion is still interested in meeting here, but nothing is set yet.
            President White reported that the office computer had been replaced for a total of $1,604.00 from Simplified Computers.
            The Champaign County Zoning Board of Appeals will meet again Thursday, June 7, at 7:00 p.m.  President White plans to attend.
            President White is now retired.  He would like his payment for being Village President every month instead of every six months.  The Board requested that the Treasurer contact Royal Bookkeeping for the change.
            President White checked on the Village's comprehensive plan.  It was filed in 2005.  He has a copy and it has been refiled at the County office.  He plans to check by next meeting that it is on file.
 
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller presented the Appropriations Ordinance. Trustee McCloud moved that Ordinance 2018-05, Annual Appropriation Ordinance for 2018-2019, be approved.  Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.
            An ordinance revising Billing and Disconnection of water service in the Village was presented.  Supervisor Bennett suggested amending the ordinance, that we need to keep records for at least two years.  Attorney Miller suggested getting an Illinois American Water tag and copy that.  Trustee McCloud suggested to Trustee Schluter that adding the procedure after water is shut off to the website would be beneficial to residents.  Additional suggestions included letting residents know five business days before shutoff and potentially having a minimum late fee.  Currently, there is a $50 reconnect fee after shutoff, but it is not charged.  Trustee McCloud suggested the chronic late payers need to be charged,.,  Attorney Miller said it is legal to have a graduated late charge (for example, $4, $10, $15).  If the ordinance is passed,  Attorney Miller suggested making it effective at a later date to allow time to send mailers to residents (two times) reminding of the upcoming change.  In the email list that Attorney Miller sent, #s six and seven are not included on the current hang tag and must be included.  #1 under “Method of Disconnection Notice Delivery” has to happen.
 
             EARL BENNETT'S REPORT
 
            Supervisor Bennett reported that work will start on the roads on June 12.
            The summer employee, Jake White, is working at the park, doing well, still learning.
            The mower that is used to drag diamonds (purchased for $600) might need a water pump, which could cost approximately $1,000.  They are currently using the Kabota, but it is too wide.
           
            FINANCE REPORT
 
            The financial reports were read by Trustee McCloud.  She moved that the bills be paid with the addition of $1,230 to Stewart and Stewart and $118.80 to Open Road Asphalt.  Trustee Schluter seconded the motion.  The motion carried with all ayes on a roll call vote.
            Nothing to report on the audit, the Library audit, or codification.
 
             STREETS AND ALLEY
 
            Trustee Finn was absent.
            The Trustees decided that they need to discuss a new building and look at options.  President White noted that the Village does not qualify for exterior building grants but does qualify for materials used inside.  The building at White Roofing is available but needs work.  Trustees Arrasmith and Schluter are going to look into this as a possibility.
            MFT will be on next month's agenda.
           
            WATER/SEWER/UTILITY
 
            2,685,008 gallons of water were pumped in May with a daily average of 86,613 gallons.
            $29,677.12 was received in May. 100 penalty bills were sent.

            Trustee Bickers said that the fundraiser went well last weekend and will probably make what was made last year.  Approximately 187 people came.  Danielle Dillman won the grand prize.
            Trustee Bickers would like someone to take over for him next year.
            Trustee Bickers would like to look into a net to go between the ball diamonds.  A net would help prevent foul balls from entering the crowd.  He would also like to update the small diamond scoreboard as it is single digit, only going to nine.
           
            COMMUNITY DEVELOPMENT
 
            A resident had sent an email to Mike Roy stating that it is illegal to burn trash in Sidney.  Supervisor Bennett told Trustee Schluter to let her know to call the fire department to report any burning.  There is no charge for the first violation, just a warning, but there is a  fine after that.

            The Sidney Village Board met on the above date for a special  meeting.  President White called the meeting to order at 6:03 p.m.   The following trustees were present:  Arrasmith, Finn, McCloud, Schluter, and Roberts.  Supervisor of Operations Bennett and Clerk Moore were also present and Engineers Dennis Cummins and Mike Friend were also present. Trustee Bickers was absent.
 
            Jenny Osterbur had sent a letter to the Village concerning traffic on Witt Park Road.  Each trustee received a copy of it.  It was decided to add this to the June meeting agenda because it was not listed on the agenda for this special meeting.
 
            Engineer Cummins presented the bid from Illiana Construction for road work with the MFT funds for $27, 141.30.  He noted that this was under the estimate of $28,600.  Trustee Finn moved that the bid as presented by accepted by the Board.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote.

            The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened  at 7:00 p.m. with the Pledge of Allegiance. President White called the meeting to order.   The following trustees were present:  Arrasmith, Bickers, Finn, Roberts, and Schluter.  Supervisor of Operations Bennett,  Treasurer Reinhart, Attorney Marc Miller, and Clerk Moore were also present.  Trustee McCloud  was absent. Treasurer Reinhart came in at 8:00 p.m.
 
            Trustee Arrasmith moved that the minutes of the April 2, 2018, meeting of the Board of Trustees and of the April 25 Special Public Meeting be approved.  Trustee Schluter seconded the motion; the motion carried with all ayes on a roll call vote. 
           
            PUBLIC COMMENTS:
 
            There were none.
           
            PRESIDENT WHITE'S COMMENTS
 
            The County electronics collection registration is now full and people are being put on a waiting list.  Trustee Arrasmith said a decent amount of Sidney residents were registered, around 25-30. 
            The Sidney American Legion asked if they could use the Community Building for their regular meetings.  Everyone agreed.  They meet the third Monday of every Monday.  They might need a locked storage space also, and the Board thought they could accommodate that.
            President White reported that the office computer should be replaced as it is eight years old and not accepting updates.  Trustee Arrasmith moved that Clerk Moore be authorized to spend up to $2,000 for a new computer.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.  Dan Moisson of Simplified Computers will be contacted.
            The Champaign County Zoning Board of Appeals will meet again in mid-June for more discussion on the solar farm.
            Our Village insurance will not be going up for 2019 per a letter from the Illinois Municipal League Risk Management Association.
            President White read a thank-you letter from the Champaign Parks Foundation for the Village's donation in memory of Quintin Arrasmith.  Trustee Arrasmith also thanked the Board for the donation.
           
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller presented the Prevailing Wage ordinance.  Trustee Schluter moved that the Board approve adoption of Ordinance 2018-04, 2108 Prevailing Wage Ordinance in the Village of Sidney, Illinois.  Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.
           
             EARL BENNETT'S REPORT
 
            Supervisor Bennett reported that six dumpsters were used for Dumpster Day.  They also picked up 12-15 loads of limbs during limb pickup week.
            All Village hydrants are being flushed  Monday and Tuesday, May 7-8.
            Farnsworth is preparing the Consumer Confidence Report as required by the EPA.  They will also have it published in the newspaper.
            Engineer Cummins presented the bid from Illiana Construction for $27,141.30 for the work on the Village streets.  Because it was not on the agenda, it could not be voted on but will be voted on at the May 16 special meeting.
           
            FINANCE REPORT
 
            The financial reports were read by President White.  Trustee Arrasmith moved that the bills be paid with the addition of  $3,090 to Captain Hook and $1,086.75 to Farnsworth from the MFT funds. Trustee Bickers seconded the motion.  The motion carried with all ayes on a roll call vote.
            The codification books will be sent to the Village in August for a final reading.
            Clerk Moore reported on the conversations between her and Auditor Garrett Kerr regarding the status of the Sidney Community Library and its audit.  Attorney Miller will write a letter to Martin and Hood outlining the reasons the Library should be included in the Village's audit after receiving all the paperwork from Clerk Moore.

            Trustee Finn will talk to an architect about a new building.
           
            WATER/SEWER/UTILITY
 
            2,491,148 gallons of water were pumped in April with a daily average of 83,038 gallons.
            $24,694.12 was received in April. 113 penalty bills were sent.
            Attorney Miller will have an ordinance on billing and disconnections ready for discussion at the June meeting.
            The incentive bill for water companies is going forward in the state legislature.  The Village has received interest from one company this month.  The Village is ready to go as soon as the bill is passed and signed.
           
            PUBLIC PROPERTY
 
            One building permit was issued in April.  405 East Main, fence, $50, #708.
            Trustee Arrasmith will put together a list of trees on Village property that need to be cut down, probably around ten or more.

            PARKS AND RECREATION
 
            Trustee Bickers moved that the Village hire Jacob White for summer help.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.  This employee mostly does the ball field.  Jacob is a township resident but no one from the Village applied.  (Preference is given to Village residents.)
            The ball field concession stand passed its inspection with the Champaign County Public Health District.  There were a few minor issues that can be easily fixed.
           
            COMMUNITY DEVELOPMENT
 
            Trustee Schluter had posted the ball game schedules and the hydrant flushing to the web site calendar.
 
            NEW BUSINESS
 
            President White asked to set a special meeting in May to go over appropriations and the employee evaluations and compensation.  Also, the bid from Illiana could be passed at this meeting.  It was decided to have the meeting at 6:00 p.m., May 16, Wednesday, at the Community Building.

VILLAGE OF SIDNEY BOARD OF TRUSTEES SPECIAL MEETING April 25, 2018

            The Sidney Village Board met on the above date for a special public meeting held at the Sidney Fire Department.  President White called the meeting to order at 7:00 p.m. After the Pledge of Allegiance.  The following trustees were present:  Arrasmith, Bickers, McCloud, Schluter, and Roberts.  Supervisor of Operations Bennett, Attorney Miller, and Clerk Moore were also present.  Trustees Finn was absent.
 
            The special meeting was held so that the public could ask questions about the proposed solar farm close to Sidney.  Patrick Brown, a representative from BayWa r.e., the company proposing to build the solar farm, and Patrick Fitzgerald, attorney for the company, were present.
 
            President White explained the procedure for the meeting:  the questioner would come in front and present his/her question and then one of the BayWa representatives would respond.
 
            Patrick Brown presented a media presentation of the project, Prairie Solar, and passed out literature.  An act for renewable energy was passed by the State of Illinois in June 2017.  BayWa has changed the plan as previously presented and has pulled acreage away from the Village and the houses within the proposed development.  He posted a map of the new plan.  They will start the process in 2020 and it will be operational in June 2021.  It is a $200 million project.  Attorney Fitzgerald passed out sheets with the anticipated taxes.
 
Question:        
Have you dropped the west part of the planned acreage?
Answer:  Yes
Q:  Are there any assurances that you will not include this acreage at a later date?
A;; No guarantees but this is one project, no phases.
Q:  Will you sell it to some business?
A:  We stay and operate.  We sell it as an equity investment.
Q:  How many feet are the setbacks for the houses?
A:  Several hundred feet.  Can provide this information later
Q:  Will the noise be less than 35 dbi as suggested.
A:  I  can't say that.  A noise study was done and there were no noise problems.  Won't agree to an arbitrary number
Q:  Can the Village tie in for solar energy?
A:  Wholesale buyers might, like the University of Illinois or Frito-Lay.
Q:  Will there be locals hired for construction?
A:  Yes, if qualified
Q:  Afterwards, will local people be hired?

A:  We expect that the state will have similar laws as for windmills.
 
Q:  To clarify, all the acreage on the west side of the Longview-Sidney road has been deleted?

A:  There will be an investment in Sidney and the township will receive more taxes.
Q:  Might you not used cheaper products to save costs, which means more noise?
A:  Have to use all tier one products because this has to last 35 years.

A:  Other companies will be happy to buy it at a low cost.  The decommissioning is taken care of.

A:  The property owners whose property is leased will still pay a property tax so no loss.

A:  Haven't found any evidence that there is any effect.

A:  I can't say for certain.  We do have studies showing no problem.  Since 2007 we have not seen any devaluation.

            Ted Hartke spoke about the proposed solar farm south of Sidney.  He has had experience with wind farms and the noise they generate.  He is concerned about the noise level of solar farms.  He has been to the zoning committee meeting of the Champaign County Board and expressed his concern there.  The solar farm is within the mile and a half limit of the Village of Sidney.  He said the County Board will consider the Village's input but that they are not obligated to follow it.  Mr. Hartke said he is at the meeting to portect the public's health and safety.  The noise limits need to be lower than the 45 dba that the developer says the solar farm will have.  The solar farm will have a seven foot chain link fence surrounding the property.  It is the largest solar farm in the State of Illinois.  The map of the proposed site is on BayWa's web site.  Mr. Hartke would like to slow this project down so that everyone has time to think and plan.  He has concerns about the project, but it is feasible if the County puts in enough protection.
            There were many people present who presented their concerns.  There is to be a fifty-foot buffer zone from a property line and a 100 foot from a home.  Both need to be bigger.  Some communities have required a 500 foot setback.
            A person questioned what happens when the solar farm is no longer in use.  President White said that the County is requiring the company to put up money to cover that cost.  The company wants to have a line of credit instead.  This has not been resolved.
            Other questions:  What benefit is this to Sidney or the Township?
                                        Does the Village of Sidney support this?
                                        Why here on the richest farm ground in the country?
                                        Will this be a flooding problem with Sidney already having a                                                      water problem?
                                        Do you know how much noise this is?  (Man blew a goose call                                                    to demonstrate the noise level.)
                                        Does the developer know the drainage system  and the field tiles                                                 in the farms?  Will they work with the drainage districts?
            Other Comments:  One person said his drainage district is doing an assessment of drainage in his district.  They will need space to do digging if necessary.  How will they fix tiles when they are damaged?
            8-10 landowners are leasing their land for this project.
            Taking land out of production will affect local businesses such as Premier Cooperative, seed companies, banks, etc.
            There are 25-30 reasons against this project.  A representative should go to the zoning meeting.  Let the lawyer write a letter.
            Sidney Township Supervisor Tim Osterbur said that the Village or Township cannot oppose the project at this time.
            Property values will go down for those people living near the solar farm.
            BayWa company representative only wants to meet with one family at a time.
            The length of time for the leases and the process of decommissioning really needs to be considered.
            The solar farm is projected to be functional in the fall of 2018.
            There was a straw vote of the Board of Trustees and no one was in favor of the solar farm.  Trustee Schluter will attend the Zoning Board Authority of the Champaign County Board on Thursday, April 5, at 7:00 p.m.
 
            On another matter, Scoutmaster Corey Willard said his troop would like to earn service points by volunteering to clean up the area across from Keller Automotive by doing some trimming and landscaping.  The Board gave its approval.  This was an area originally planted by the Sidney Garden Club.
 
            PRESIDENT WHITE'S COMMENTS
 
            President White presented the calendar of meeting dates for the 2018-2019 fiscal year for approval.  It was approved on a voice vote.
            The County electronics collection registration will begin Monday, April 9.  Sidney residents are eligible to apply for a spot because the Board voted last month to pay to allow Sidney residents to participate.
            The owner of the apartments on North Scarborough responded to the letter sent by the Village asking him to clean up the creek by his property.  He will do this whenever the ground dries.
            President White reported that he met with Shari Lannon of the United States Rural Development to see if there are any grants for a new municipal building.  There are not, just low cost loans.  There are grants for furnishing new buildings. 
           
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller was absent.
           
             EARL BENNETT'S REPORT
 
            Engineer Mike Friend said the new maps would be done this month.
            No applications for summer help had been received.
            Supervisor Bennett also reported that dumpsters for Dumpster Day would be $515 apiece and that he needed six.  Trustee Bickers moved that Supervisor Bennett be authorized to spend up to $3,100 for dumpsters.  Trustee Schluter seconded the motion;  it passed with all ayes on a roll call vote including President White.  Dumpster Day will be April 28 at Witt Park from 7-11 a.m., rain or shine.  No tires, oil, paints, and electronics will be accepted.
            The Sidney Christian Church wants to close Washington Street from Main Street north to the alley on May 19 for an event at the church.  No houses are on this portion of the street.  The Board okayed the request.
            Limb pickup will be April 30-May 4.  Limbs cannot be longer than six feet or bigger in diameter than six inches.
            Hydrant flushing will probably be the first week of May.
 
            FINANCE REPORT
 
            The financial reports were read by President White.  Trustee Arrasmith moved that the bills be paid with the addition of $18727 to Martin Equipment. Trustee Bickers seconded the motion.  The motion carried with all ayes including President White  on a roll call vote.
            Trustee McCloud has chosen the colors, burgundy and silver, for the hard copies of the books of the codification project.  Everything has now been submitted.
 
             STREETS AND ALLEY
 
            Engineer Dennis Cummins presented Resolution 2018-R-01  for consideration.  Trustee Arrasmith moved that  Resolution 2018-R-01, Resolution for Maintenance under the Illinois Highway Code, be adopted.  Trustee McCloud seconded the motion; motion carried with all ayes on a roll call vote.  Trustee Arrasmith moved that the Maintenance Engineering Agreement with Farnsworth be approved.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote.  Trustee Arrasmith moved that the Material Proposal or Deliver and Install Proposal with the cost to be paid out of Motor Fuel Tax funds be approved.  Trustee Schluter seconded the motion; motion carried with all ayes on a roll call vote.
           
            WATER/SEWER/UTILITY
 
            2,637,695 gallons of water were pumped in March with a daily average of 85,086 gallons.
            $33,164.28 was received in March. 97 penalty bills were sent. $25,095.07 has been billed to 536 customers in April.
            Engineer Mike Friend reported that bill to renew incentives for water companies to buy local systems is in committee at the state right now.   
           
            PUBLIC PROPERTY
 
            Two building permits were issued in March.  607 Folsom Ct., fence, $50, #706, and 103 South Scarborough, storage shed, $50, #707.
            A property owner requested that he be reimbursed for a tree planting under the Village's new tree ordinance.  The tree removed was on the Village property at his neighbor's, and the neighbor has no room to plant a tree.  The homeowner would plant the tree near the property line so it would be close to where the tree was removed.  The Board decided against the request.
            Nothing on ESDA
            There are about fifteen junk cars in the Village.  Supervisor Bennett will tag them.  If they are not removed, letters will be sent and finally they will be towed at the homeowner's expense.  Junk cars are defined as cars that are not currently licensed.
 
           
            PARKS AND RECREATION
 
            The Sidney Community Library will take over the concession stand at the ball park.
            There are ten teams to be fielded this year.
            New based and pitching mounds have been ordered.
            There will be a community park cleanup day set in the future.  When the date is set, it will be on the message board.  Hopefully, many townspeople will come out to help.
            20-30 tickets are left to be sold on the fundraiser.
            Signs are being made that state that no animals can be on either ball park.   The gates are being fixed.
           
            COMMUNITY DEVELOPMENT
 
            Trustee Schluter has added the ball game schedules to the web site calendar.
 
            NEW BUSINESS
 
            Trustee Schluter asked what he should say at the County Zoning meeting.  It was agreed that he could say five of the seven Village Board members, including the President, were against the solar farm.
 
            Trustee Arrasmith moved that the meeting be adjourned.  Trustee Bickers seconded the motion; motion carried with all ayes on a roll call vote. Meeting was adjourned at 8:40 p.m.
